"Wie bereits im Rahmenprogramm fü r verantwortbare Forschung und Innovation (RRI) dargestellt, gibt es eine höhere Erfolgschance bei der Bewältigung der großen Herausforderungen unserer Gesellschaft, wenn sich alle beteiligten Akteure umfassend an der gemeinsamen Suche nach innovativen Lösungen, Produkten und Dienstleistungen beteiligen. Das RRI wird deshalb zur Förderung einer Forschungs- und Innovationspolitik entwickelt, die in erster Linie an den Interessen und Bedürfnissen der Gesellschaft ausgerichet ist und alle Akteure über integrative partizipatorische Modelle einbindet.
Die Sonderinitiative für Bürgerbeteiligung wird von Atomium Culture gerfördert und will Möglichkeiten erkunden, wie die Medien den Bürger im Rahmen eines Dialogs an der Diskussion wissenschaftlicher Themen beteiligen können. Auf diese Weise soll ein stärker auf Partzipation ausgerichteter Ansatz für eine Wissenschaftspolitik auf europäischer Ebene entwickelt werden.
Die Ergebnisse dieser Initiative werden der Europäischen Kommission vorgelegt und unterstützen als Beitrag die Vorbereitung der Themen des ersten Aufrufs zur Einreichung von Vorschlägen für Horizont 2020 (besonders für das Einzelziel ‚Gesellschaftliches Engagement‘ des Bereichs Gesellschaftliche Herausforderung ‚Wege zu einer integrativen, innovativen und sicheren Gesellschaft‘ im Vorschlag der Kommission (früher SiS)).

Science and mathematics is all around us. Even if you are not a nuclear physicist or a theoretical mathematician, having a sound basis in science and mathematics is fundamental for understanding the world we live in.  Richard Feynman defined science as “A way of trying not to fool yourself.” Funny, but true. Feynman was trying to get across the idea that science is our best way of understanding the natural world.

However, according to Eurobarometer results, despite clear interest in science and maths by young Europeans and their understanding of its importance to society they are less keen on studying these subjects. Why is this?

From Science Education Now: a Renewed Pedagogy for the Future of Europe

In recent years, many studies have highlighted an alarming decline in young people’s interest for key science studies and mathematics. Despite the numerous projects and actions that are being implemented to reverse this trend, the signs of improvement are still modest. Unless more effective action is taken, Europe’s longer term capacity to innovate, and the quality of its research will also decline. Furthermore, among the population in general, the acquisition of skills that are becoming essential in all walks of life, in a society increasingly dependent on the use of knowledge, is also under increasing threat.

Since the origins of the declining interest among young people for science studies are found largely in the way science is taught in schools, this will be the main focus. In this context, whereas the science education community mostly agrees that pedagogical practices based on inquiry-based methods are more effective, the reality of classroom practice is that in the majority of European countries, these methods are simply not being implemented.

The current initiatives in Europe actively pursuing the renewal of science education through “inquiry based” methods show great promise but are not of the scale to bring about substantial impact, and are not able to exploit fully the potential European level support for dissemination and integration.

The findings and recommendations of the experts group are summarized below.

A reversal of school science-teaching pedagogy from mainly deductive to inquiry- based methods provides the means to increase interest in science.

Inquiry-based science education (IBSE) has proved its efficacy at both primary and secondary levels in increasing children’s and students’ interest and attainments levels while at the same time stimulating teacher motivation. IBSE is effective with all kinds of students from the weakest to the most able and is fully compatible with the ambition of excellence. Moreover IBSE is beneficial to promoting girls’ interest and participation in science activities. Finally, IBSE and traditional deductive approaches are not mutually exclusive and they should be combined in any science classroom to accommodate different mindsets and age-group preferences.

Renewed school’s science-teaching pedagogy based on IBSE provides increased opportunities for cooperation between actors in the formal and informal arenas.

Due to the nature of its practices, IBSE pedagogy is more likely to encourage relationships between the stakeholders of both formal and informal education. And it creates opportunities for involving firms, scientists, researchers, engineers, universities, local actors such as cities, associations, parents and other kinds of local resources.

Teachers are key players in the renewal of science education. Among other methods, being part of a network allows them to improve the quality of their teaching and supports their motivation.

Networks can be used as an effective component of teachers’ professional development, are complementary to more traditional forms of in-service teacher training and stimulate morale and motivation.

In Europe, these crucial components of renewal of science teaching practices are being promoted by two innovative initiatives, “Pollen” and “Sinus-Transfer” that are proving themselves capable of increasing children’s interest and attainments in science. With some adaptation these initiatives could be implemented effectively on a scale that would have the desired impact.

The level of funding required is in accordance with the scope of the funding instruments of the European Union.

Terms & Conditions

This Terms of Use Agreement ("Agreement") together with the documents referred to on it informs you about the terms on which you may make use of Special Initiative for Citizen Engagement Platform (hereafter referred to as "the Site" or "Site").

In accessing the Site, you (hereafter referred to as "you" or "the User") agree to abide by the terms and conditions (hereafter referred to as "TOS") set out on this page.

1. Information about us

The Special Initiative for CitizenEngagement is a pilot project promoted by Atomium Culture togetherwith Der Standard, El País, Frankfurter Allgemeine Zeitung, TheIrish Times and il Sole 24Ore. This project is funded by the EuropeanCommission's Directorate-General for Research and Innovation, underthe Science in Society Programme. The views and opinions expressed onthis platform are the sole responsibility of the author and do notnecessarily reflect the views of the European Commission.

Atomium Culture (hereinafterreferred to as "AC") is an International Non-Profit Organisation(Association Internationale Sans But Lucratif) registered in Belgiumunder company number BE0881395943 and having our registered office at4, rue Louis Hymans, 1050 Brussels, Belgium.

AC is a Permanent Platform thatbrings together leading European Universities, Media and Businessesto promote concrete projects to support research and innovation.

2. Acknowledgement and Acceptanceof Terms of Service

In accessing the Site, youacknowledge and agree to the terms and conditions of the TOS. The TOScomprise the entire agreement between the User and AC and supersedeall prior agreements between the parties.

3. Access to the Site

To access the Site, the User must dothe following:

(i) Provide all equipment necessaryto establish a connection to the Site;

(ii) Provide for the User's ownaccess to the Site and pay any connection and service fees associatedwith such access.

4. Modifications of Terms ofService

AC reserves the right to modify theterms and conditions of the TOS at any time, at its sole discretionand without notice to you. It is the responsibility of the User toregularly review the TOS for modifications. By continuing to use theSite, the User agrees to be bound by the amended TOS.

5. Personal Information

Some Services may require the Userto supply certain personal information. In consideration for the useof the Services, the User agrees to do the following:

(i) Provide true, current, completeand accurate information about the User as prompted to do so by theServices;

(ii) Maintain and promptly updatethis information as required to keep it true, current, complete andaccurate.

If the User provides any informationthat is untrue, not current, incomplete or inaccurate, or if we havereasonable grounds to suspect that such information is untrue, notcurrent, incomplete or inaccurate, we have the right to suspend orterminate the User's use of the Services.

All information requested onoriginal sign up shall hereafter be referred to as "RegistrationInformation". This Registration Information will be retained byAC, and any of our co-branding partners if applicable, for no longerthan is necessary to provide the Services to the User.

AC will use the RegistrationInformation only for the purpose of supplying the Services to theUser.

We reserve the right to disclose theRegistration Information if required to do so by law, or if webelieve in good faith that any such disclosure is reasonablynecessary for the administration of justice; to enforce the TOS; torespond to any complaint received regarding the rights of thirdparties; or to protect the rights, property, or personal safety ofAC, the Site users and the public.

6. Privacy Policy

AC has created this privacystatement to demonstrate our firm commitment to privacy. Thefollowing discloses the information gathering and disseminationpractices of the Site.

A user can access the Site withoutproviding any information at all. However, all users who register toaccess certain additional services provide basic contact anddemographic information. We do develop summary - not individual -reports for research purposes. AC will not disclose a user'spersonally identifiable information to any third party without theuser's express permission except where applicable for the purpose ofsupplying the service for which the user has registered.

We do not follow a user's browsingpath outside of our websites.

We collect any information youvoluntarily provide. This information is NOT disclosed to any thirdparty without your prior consent.

For example, information such asyour email address and name may be collected when you sign up tooptional services offered by the Site.

The Site invites users to leavecomments and share articles. In order to do so, you must be logged into your chosen social network. If you are not already logged in, youwill be prompted to do so when you attempt to post a comment or whenyou select one of the share icons. To leave a comment, you must login to Facebook, Twitter or LinkedIn as a means of authentication.

8. Proprietary Rights to Content

(a) Content other than User Content

The User acknowledges that content,including but not limited to text, software, music, sound,photographs, video, graphics or other material (the "Content")may be protected by copyrights, trademarks, patents or otherproprietary rights and laws. Unless otherwise expressly authorised inwriting by AC, the User is only granted a limited personal licencefor his/her own personal, non-commercial use of the Site andServices. All copyright and other proprietary notices in thematerials must be left intact. The User may not copy, reproduce,distribute or create derivative works from the Content withoutexpressly being authorized to do so by the relevant copyright owner.

(b) Content submitted by the User

If the User submits content(hereafter referred to as "User Content") to the Site, theUser agrees and warrants that he/she created the User Content, or hasreceived permission from, or is duly authorised by, the owner of anypart of the User Content to do so.

In the event that the User submitsUser Content to the Site, either the User or the owner of the UserContent remains the copyright owner. However, by submitting UserContent to the Site, the User grants us an unconditional,irrevocable, non-exclusive, royalty-free, perpetual worldwide, fullytransferable licence to use, publish or transmit, or to authorisethird parties to use, publish or transmit, the User Content in anyformat and on any platform, either currently known or hereafterinvented.

9. User Conduct and User Content

(a) User Conduct

The User agrees to not use the Siteto do the following:

(i) Upload, post or otherwisetransmit any Material that is unlawful, harmful, threatening,abusive, harassing, tortious, defamatory, vulgar, obscene, libellous,invasive of another's privacy, hateful or racially, ethnically orotherwise objectionable;

(ii) Harm minors in any way;

(iii) Impersonate any person or entity, including but not limited to a forum leader, guide or host, or falsely state or otherwise misrepresent an affiliation with a person or entity;

(iv) Forge headers or otherwise manipulate identifiers in order to disguise the origin of any Material transmitted through the Services, or develop restricted or password-only access pages, hidden pages or images (those not linked to from another accessible page);

(v) Upload, post or otherwise transmit any Material that the User does not have a right to transmit under any law or contractual or fiduciary relationship (such as inside information, proprietary and confidential information learned or disclosed as part of employment relationships or under non-disclosure agreements);

(vi) Upload, post or otherwise transmit any Material that infringes any patent, trademark, trade secret, copyright or other proprietary right of any party;

(vii) Upload, post or otherwise transmit any unsolicited or unauthorised advertising, promotional materials, "junk mail", "Spam", "chain letters", "pyramid schemes" or any other form of solicitation, except in those areas of the Services that are designated for such purpose;

(viii) Upload, post or otherwise transmit any material that contains software viruses or any other computer code, files or programmes designed to interrupt, destroy or limit the functionality of any computer software or hardware or telecommunications equipment;

(ix) Disrupt the normal flow of dialogue, cause a screen to "scroll" faster than other users of the Services are able to type, or otherwise act in a manner that negatively affects other users' ability to engage in real time exchanges;

(x) Interfere with or disrupt the Services or servers or networks connected to the Services, or disobey any requirements, procedures, policies or regulations of networks connected to the Services;

(xi) Intentionally or unintentionally violate any applicable local, state, national or international laws or regulations;

(xii) "Stalk" or otherwise harass another;

(xiii) Collect or store personal data about other users;

(xiv) Promote or provide instructional information about illegal activities, promote physical harm or injury against any group or individual, or promote any act of cruelty to animals. This may include, but is not limited to, providing instructions on how to assemble bombs, grenades and other weapons, and creating "Crush" sites;

(xv) Attempt to gain unauthorised access to any AC site or service, other User accounts, computer systems or networks connected to any AC site or service, through hacking, password mining or any other means;

(xvi) Create a false identity for the purpose of misleading others.

(xvii) Reproduce, scrape, automatically summarise or aggregate without licence or prior written permission from Atomium Culture.

(b) User Content

The User may be permitted to submit User Content for publication in various areas of the Site. Interaction with the Site, including submission of any User Content, is governed by the Community Standards. The Community Standards are deemed to be incorporated into these Terms and Conditions, and the User is deemed to consent to the Community Standards and these Terms and Conditions if the User chooses to submit any User Content or comments to the Site.

The User understands that all User Content submitted by any other user is the sole responsibility of the user from which it originated. Atomium Culture has no liability in respect of any User or User Content submitted by other users and published by us or by authorised third parties.

The User accepts and agrees that if the User posts User Content on the Site or views User Content posted by others, he/she is doing so at his/her own discretion and risk. The User accepts and agrees that AC has no responsibility for the accuracy, integrity or quality of any such User Content or Content submitted by other users. The User further accepts and agrees that the views expressed by any User Content do not necessarily reflect the views of AC or any partner engaged in the Special Initiative for Citizen Engagement. The User accepts and agrees that AC has no obligation to pre-moderate, review or monitor any Content posted by the User or any other users on the Site.

AC reserves the right to refuse to publish, to edit or to remove any User Content at our sole discretion. We may remove any User Content at any time.

10. Indemnification

The User agrees to indemnify, defend (at the request of AC), and hold the Site, its parent, subsidiaries, affiliates, officers and employees, harmless from any claim or demand, including reasonable legal expenses, made or brought by any third party due to or arising out of any of the following:

(i) The User's use of the Site or any part thereof;

(ii) Violation of these TOS or any provision therein by the User;

(iii) Publication of any User Content;

(iv) Viewing any User Content by any third party;

(v) Infringement or misappropriation by the User, or a third party using the User's computer, of any account or password to access and/or use the Services;

(vi) Any intellectual property rights of any person or entity;

(vii) Use or misuse by the User or third parties of the User's passwords or accounts.

11. Monitoring

AC has no obligation to monitor the Site, but reserves the right to do so and to remove any Content or Material at its sole discretion at any time without notice.

12. Complaints Procedure

If you wish to complain about any comment or post appearing on the Site, please fill out a complaint form.

For any other complaint, such as a complaint of any abuse of the Site, including but not limited to the violation of these TOS or any provision therein, or the infringement or misappropriation by any User, or a third party using a User's computer, of any account or password to access and/or use the Site, or of any intellectual property rights of any person or entity, or the use or misuse by any User or third parties of a User's passwords or accounts, should be reported immediately to AC via

13. Modifications and Discontinuance of the Services

AC reserves the right at its sole discretion to modify or discontinue the Site or Services, or any portion thereof, at any time, with or without notice to the User. We shall not be liable to the User or any third party should we exercise our right to modify or discontinue the Site or Services.

14. Term and Termination

AC reserves the right to terminate all or part of the Site at any time without notice if the User is in breach of the TOS. We shall not be liable to the User or any third party for any loss or damage howsoever arising from the termination of the Site or any part thereof.

In respect of other services, for which registration is required, AC reserves the right at its sole discretion to terminate User accounts and to delete all information and files on these accounts. In the event that a User account remains inactive for 2 months, access to it will be locked. If the User account remains inactive for a total period of three years, it shall be terminated and all information relating to the User account deleted.

15. Third Parties

(a) Links

The Site may contain images of and links to third party websites ("Linked Sites"). Linked Sites are not under the control of AC and the User agrees that we are not responsible for the content of any Linked Sites. The inclusion of a link does not imply endorsement of the Linked Sites by AC or any association with its owners or operators.

16. Disclaimer of Warranties

(i) AC provides the Site and Services on an "as is" and "as available" basis, and the User uses the Site and Services at his/her sole risk.

(ii) AC shall not be responsible for the effect or result of the introduction or entry of any virus into the Site and/or one or any of the Services.

(iii) AC makes no warranty that the Site or Services will meet the User's requirements; nor that the Site or Services will be uninterrupted, timely, secure or error free; nor do we make any warranty as to the results that may be obtained from the use of the Site or Services; nor as to the accuracy or reliability of any information obtained through the Site or Services; nor that defects in the Site or Services will be corrected.

(iv) AC expressly disclaims all warranties of any kind insofar as is permissible by law, whether express, implied or statutory, including but not limited to the implied warranties of title, merchantability, fitness for a particular purpose and non-infringement.

(v) The User understands and agrees that any Content and/or Material downloaded or otherwise obtained through the use of the Site or Services is done at the User's own discretion and risk. AC is not responsible for any damage to the User's computer system or loss of data that results from the download of such Content and/or Material.

(vi) AC makes no warranty regarding any goods or services purchased or obtained through the Site or Services or any transactions entered into through the Site or Services.

(vii) AC accepts no responsibility for deletion, corruption or failure to store messages or content maintained or transmitted by the Site or Services.

(viii) No advice or information, whether oral or written, obtained by the User from the Site shall create any warranty not expressly made herein.

17. Limitation of Liability

AC shall not be liable for any loss of use, interruption of business, or any direct or indirect, special, incidental or consequential damages of any kind (including but not limited to lost profits) regardless of the form of action, whether in contract, tort (including negligence), strict product liability or otherwise, even if we have been advised of the possibility of such damages, howsoever arising, out of use of the Site or Services.

18. Law

This TOS will be governed by and interpreted and construed in accordance with the laws of Belgium without reference to conflict of laws principles. All disputes arising of or in connection with this Agreement will be settled by the Belgian common court.

19. Assignment

No right may be assigned and no duty may be delegated by the User under this Agreement except upon the written consent of AC. Any attempted assignment and delegation without such consent shall be void and without effect. AC shall be entitled to assign this agreement. This TOS shall be binding upon and shall endure to the benefit of the parties hereto and their respective representatives, heirs, administrators, successors and permitted assigns except as otherwise provided herein.

20. No Agency

Neither party is, nor will it be deemed to be, an agent or legal representative of the other party for any purpose. Neither party will be entitled to enter into any contracts in the name of or on behalf of the other party, and neither party will be entitled to pledge the credit of the other party in any way or hold itself out as having authority to do so.

21. Severability

If an arbitrator, court or other competent authority finds any provision of this agreement to be void or unenforceable, it shall be deemed to be deleted from this agreement and the remaining provisions shall continue to apply. The parties shall negotiate in good faith in order to agree the terms of a mutually satisfactory provision to be substituted for the provision found to be void or unenforceable.

24. Waiver

Any waiver (express or implied) by either party of any breach of this TOS shall not constitute a waiver of any other or subsequent breach. No provision of the TOS will be waived by any act, omission or knowledge of a party or its agents or employees except by an instrument in writing expressly waiving such provision and signed by a duly authorised officer of the waiving party. In particular but without prejudice, failure by AC to exercise or enforce any right or provision of the TOS shall not constitute a waiver of such right or provision unless acknowledged and agreed to by us in writing.

25. Titles

The section titles in the TOS are solely used for the convenience of the parties and have no legal or contractual significance.
